Wondered if you had a view on Universal Basic Services (UBS) as a part of this argument about a platform for innovation which support human capability and capacity to innovate (like LLW and MIS). Thanks Nick! Big fan of the UBS concept and this is a handy brief. I didn't mention it here mainly because I was going to talk about in a future post related to local investment zones! UBS is perhaps also implied by the 'foundational economy' concept, with FE a way of making a stronger link between local services provision and the wider economy.
